Yes this will vary cable area to cable area, and service to service, even within the same provider. Cable Companies are using QOS to limit certian traffic to get customers to pay more for certain kinds of data transfers, blocking standardized ports etc. They don't want people using bandwidth for torrent files unless they have excess available. Enabeling encryption in Utorrent and choosing a non standard port will get around this for now since they cannot tell the type of packets you are sending. My ISP is doing the same, eithout encryption I can only download 5-10k for torrent files. Enabeling encryption and my speeds get a hefty boost, although I always get shitty speeds anyways since my cable company is the suck.
