I'm assuming the sanding is just to break the glaze and add texture for more friction kinda like turning break rotors. An easier method might be to put a sheet of sand paper on a flat surface and move the disks in an ossilating motion on the paper to sand and also somewhat flatten the surface. Measure your steels. If they are .045 there is no reason to buy new ones. If they are much thinner than that.. you might want to just replace them.
