Do you mean the overflow tube coming off of the bowl? Normally, carbs do not leak fuel. If your carbs are dirty, the floats will stick, causing fuel to dump out the overflow tube. Even a SPECK of dirt in your carbs will cause you all kinds of headaches. Take your carbs off, squirt the outside housing off with carb cleaner untill they are clean. Then take the float bowl off of the bottom of the carb. It will be the four phillips screws on the bottom of the carb. Take note if you have any dirt inside the float bowl. Look at the main jet sticking out the bottom of the carb. It might have a white plastic cover over it. Just pull it off.Take note of what size jet it is. It will be a small brass hex shaped nut. Remove the jet and clean it out. Take a can of carb cleaner and spray the piss out of the carb starting on the outside surfaces and ending up spraying the inner surfaces last. Let the carb dry, then reinstall the main jet. Put the float bowl back on and see how she runs. You don't need a manual to clean your carbs out. Just be SURGICALLY clean.
