Louis XIV reprimanded the use of kegs for storage of wine and thats were the bottle came fom so it could be served at the dinner table. I assume that the way it works is that the wooden part is the handle and the metal arms rotate and grip as the plunger is pushed into the handle. But then I could be wrong.... Damn, that thing is weird. Looks like the arms spread out when the piston is pushed in and the bottom arms.. on the right when looking at the pic, would be straight out. maybe it was used to pull air out of something.
