Get the VIN number from the seller. ...call DCNR...google them and get the number...when you call DCNR tell them you wanna purchase a bike but want to make sure its clean...they will run vin number and tell you whats up with it...if its a clean bike all you need is a bill of sale to generate a title...

WV is a state whwre a title is optional. ..so mosr likely the bikebis clean...

If you are ever in doubt of a VIN number go to this website:   http://www.vincheckpro.com/?act=vin&fc=7&utm_source=adw&utm_medium=cpc&utm_campaign=vin-display&creativeid=g31291784205&group=adw-vin-check&network=d&site=www.atv-411.com&ran=666608772355504618&target=&aceid=&asl=[name]&pos=none&mob=&gclid=CPePnJjwhb8CFQEHaQodCn8Ajw

This is the one I have used:   https://www.nicb.org/theft_and_fraud_awareness/vincheck

The second one is great if you suspect it's stolen.  If it was an ATV that someone had a lien on and the party with the vested interest wanted it back due to default, a crime website like the NICB one won't necessarily have it listed, and that is a big problem nowadays.

Research it and then decide how nice it is.

I did notice the shit shocks.. I am going to try to get the first one for 2k after I get the vin and all that possibly. He said he was nogotiable on price since he wants it gone.. I don't plan on buying one without doing a compression test as well.

About the title, would I be able to get one at the local notary?

If the notary can do ATV tags sure...any dealer should be able to do them also...it all runs through DCNR...minimum title turn around is 6 weeks...I am lucky to have one close by that all you do is get a vin tracing with pencil and paper and bill of sale and they give you everything on the spot...if you cant get a VIN tracing we can bring the bikea with us and they verify VIN in person. ...

The people who own the local notary are good family friends of ours, that may help some.

I assume they can do ATV tags, I have gotten atv titles and plates transfered there before.

I called PA DCNR and the first quad was registered in '09 in Pa. That would make it significantly harder to get a new title, but not impossible..

If it were originally from WV, all I would need is a form, picture of VIN and a bill of sale..
