That particular number was a simple copy and paste from an air cooled motor. You can't push the charge nearly as fast with a higher head temperature. The same basic rules apply for liquid cooled singles, twins, triples etc etc, just that the number is smaller (thus the charge is more energetic) This thread is really different than head design parameters.
