The splitter area of the cable only has a limited amount of throw/travel. If the adjusters on the carb tops, and the main adjustment up by the throttle housing are not properly adjusted between the two(so that the limited travel of the splitter) ,using ALL the travel of the splitter, they wont open all the way.

I doubt its the springs causing the issues here. The springs can bunch up a little when fully compressed ( like at full throttle) but that wont cause whats seen in these pictures.

You have to balance the adjustment between the carb top adjusters and the throttle housing (along with the amount of travel the housing allows) to get full opening.

Running the carbs the way these pix show is a perfect way to melt down your top end because you are not fully on the main jet,but running on the needle all the time.

I just checked mine and they weren't opening all the way. I found that the plastic retainer in the top of the slide wasn't lined up in the groove were the cable slides through. Line it up and here is what I've got.

It's really easy to overlook. I was just in my carbs last week putting in new needles and never thought a thing about it until Gunny posted up his pics. Mine looked just like yours Mike where it was almost all the way open. The little details is what gets me every time.
