First, check and see if the voltage regulator is plugged in. If it's not, you'll blow the bulbs. It's a silver metal box about 1 1/2" square, just forward of the tail light with a single wire. It must be bolted down and plugged in. It shunts the excess voltage to ground. Next, does it have the headlight/ kill switch on the bars? Is it plugged in? Are you checking the tail light with the engine running and the headlight switch on? The headlight switch sends power to the tail light when on low or high. It sends power to the low and high beams respectively. Are there wire connectors with 3 wires each hanging near the headlight brackets? It's impossible to know where you're at without some info on how much the harness may be hacked up.

the reg is there bolted and i believe plugged in correctly. the head lights are not there, but the wires are. also the switch is on the bars and the shut off works so im assuming it all is functional. and yes i had it running when i checked it, just didnt think about having the switch on for the tail light. that works. so should the head lights work?

Doh! LOL Glad it was something simple. Since you mentioned making brackets, I'm assuming you're not using stock Shee headlights. Here's some useful info for you.

Q#62:How do I wire in aftermarket headlights?

A#62:The easiest way to wire aftermarket headlights is to cut off the factory headlight wires between the headlight and the wiring harness connector. Then you can simply splice the new headlight wires to the black ground wire and either the green wire (which will be “low” beam on the stock handlebar light switch) or the yellow wire (“high” beam), or both if your new headlights have a high & low beam. If you want to remove the headlights you can just disconnect the factory connectors. It should be noted that the factory stator lighting coil can only handle two 30-35W headlights, or about 70W total (a little more for the taillight). If you use higher wattage bulbs with a stock stator they won’t damage anything, but will not be very bright (possibly dimmer than the stock lights!).
