sled
That is a VERY subjective question... There are many good choices on this site alone. Make some phone calls, do some searching on this site, and then go with the person/company you feel the most comfortable with. I can tell you from experience that HJR will do a good job, and you will not be disappointed with the customer service. I have parts from Jeff at F.A.S.T. and have not had any port work from him, but based on my experiences with his customer service, I would not hesitate to use him for porting as well. There are plenty of good people out there, just not a specific answer to your question... I agree, I use Kevin and if I build another bike I will use him again. awesome guy and great turn around. I also buy all my parts from Jeff at FAST and he's also a very good guy. he'll take time out of his day and answer all your questions and help you out with what ever you need. I've heard his port work is top notch!
