Need help with V force 2 reeds

I bought a used set of VF2's and am having a little trouble. I know that there is a high and low setting that needs to be matched on both sides(high or low to be "up" on both sides). My problem is, it looks like someone replaced the pedals and put them back together wrong. one cage has high on both sides and the other has low on both sides.

 

Does anyone know, is there anything else I can look at to be sure they are both put in correctly so they are matched on both cylinders? Thanks in advance for any help!!

For sure the reed stops have to be the same way up on both cages. Feel free to experiment with High & Low.

 

I've tried them both ways and felt no difference.

 

There was a post here a long time ago about losing those retaining screws, be careful, you don't wanna suck those through your motor.

Put a dab of LOCKTITE on those screws and let it dry before you put it all back together,
