dajogejr
Take the air filter off...make sure the throttle slide isn't hanging up in the carb. or as said...air leak.
87sheerips
OR, check your throttle cable up by your handlebars. You could have turned your bars and pulled your cable taught. Thats happened to me before!
Fireroad Express
make sure the caps on your carbs are screwed on tight

Less fuel less RPM. Slide should be all the way down. Did you pressure test the motor? It should hold 6psi for 6 minutes. My vote is are leak. It really sounds like your slides aren't going all the way down. They slides are what meters the amount of airflow mixed with fuel that is pulled into the engine. The higher the slide, the greater the flow. If you put your hand over the intake of the carb you will restrict the flow and the engine would eventually die. This is what you have done with the towel, limited the amount of flow. I think you've found another air leak! You have air going into your carb when you don't want it to.
