2001Stroker
It's probably powder coated. Bead blasting cabinet. Northern Tool or Harbor Freight has them for around $99, for a small blasting cabinet.
downNdirty
what he said. Also you could try Aircraft stripper. Found in most auto parts stores, and maybe lowes or home depot. Its not expensive at all. Just follow the directions , and wear protection. I havent tried it on PC parts so I'm not sure if it will work. Hopefully someone out there has tried it, and will chime in here and let us know.

regalrocket
Yea that stuff is just paint thinner, any cured paint will laugh at it. Go to NAPA and get the paint stripper in a rattle can. Spray it on, and 10 seconds later your paint if falling off. Clean with a brush BEFORE you clean with water. Water stops the process, and you will just end up with gelly nasty paint. Dirty Sanchez
I got a small can of enviormentaly challenged paint stripper from ace hardware. That shit is nasty but it works really well. Its very thick gel like stuff. and like regal said, scrub it before you put water on it.
nigels_world
Agreed thats thinner, not stripper. Aircraft stripper is what you want.
