10mil build with 795 pistons need help with carb size and anything else??

Hi i have an 88 banshee we picked it up cheap and it has a new motor but doesnt run right. You to push or pull start it to get it running but onve it fires it runs great sits and idles perfect. It runs good all the way up to the power band and it acts like its hitting the limitor before the power band kicks it we have tried bigger and smaller main jets tors delete carbs are synced bothe cylinders are hitting so not sure where to go from here and id love some help

Previous owner of my banshee didn't clean it , now there is about 4mm of old greasy mud stuck to the underneath , any ideas how to remove it? I spend 40 minutes with a wire brush today but I can't get in the small groves and tight areas , maybe WD-40 would do the job or powerwashing it. Any advise? Thanks.
