Their are 2 different "needles" in a Banshee carb, but this one shuts off the fuel flow. It can get varnished and stick open or closed, or the rubber tip will get a wear ring and it won't seal closed. Both conditions will cause your overflow problem and maybe your stutter.
Yep those are stock with TORS (throttle override system) still attached, ALL Banshees came with them.
Your overflow problem is carb related, but not those. When that system fails it simply will not run.
I see you were searching the leakdown test...do it
Check your jet sizes, they had best not be stock with your listed mods or you WILL melt it down.

Odds are your needles are worn or cruddy to cause the fuel overflow, that and the floats out of adjustment are it.
If you haven't jacked with them, don't.
If you have, the best bet would be to screw them out until the slides drop completely and then in until the slides are both slightly lifted.

Not Banshee related, but...I've bought many,many,many new and rebuilt, car, truck, boat, engines, automatic and manual transmissions, and even lawn mowers.
None came with oil in them.
So, have you got it figured that your old cable was adjusted to tight holding the slides up to idle, and when you installed the new cable with slack it lowered the slides so it won't idle since you do not have the proper screws installed for it to idle with the TORS delete?
I'm confident all Banshee trans are the same.
I don't think your spare trans is Banshee.
