Call DCNR...run the VIN with them...if there is no lean or is not stolen they will check the title origin. ..if it was never titled PA then it will be open . If it was titled in PA before they will send a certfied letter to last known name and address on title...if they do not get a response in 14 days they clear the title and you can have one put right in your name. ...ive done it before. ..my wifes bike was a 1995 and was titled then but never again till 2010 when we bought it...14 days later we had a title in our name...

Pull harness and eliminate any wires that are not supposed to be there...just cause tors were removed doeant mean they removed the wires right...id start there...but usually when the rev limiter is kicking in the bike dont go anywhere....
