I'd do a compression check to see what fuel to use, a leak down test to see its put together properly, then do a full throttle plug chop. New trans fluid, plugs, plug caps, clean/check filters

You should pull the clutch cover off and inspect the inner and outer clutch hubs for grooves and the basket for side to side play.

80s are too low but you could be using a bad compression tester. If the tester is good its time for a new top end.

It looks like someone deleted the TORS. Get rid of the boost bottle before it tears your intakes if it hasn't already.

Was a new clutch included in the previous guys full rebuild. Do you know for a fact it was rebuilt ( top end only) or were the cases split.
