If you really want to be by the book then you need to get in touch with the BLM (bureau of land management). Look them up on the web. They will be able to tell you who to contact regarding these issues. You could also try the Imperial County sheriffs.

I dont think the silencers are considered spark arrestors. I dont have any sparkys on my bike in glamis. As long as you dont do anything stupid in front of the rangers they wont sweat you.
your bikes need to be registered, red or green sticker in Ca. If they are registered in another state then I think you have to get a visitors registration. Just another way to some more money. Mine is registered in Ca, but I have not put the sticker on the bike sence 04. Like said above, dont give the rangers any reason to sweat you and you'll be fine. The biggest thing they drive around and check for is to see if you have your $90 yearly pass in the window.
Thats your neutral cover, or shift drum cover. That leads directly to the trans behind it. If it breaks any more it will start leaking tranny fluid. buy a billet one from cascade or someone like that.They are like $20 bucks or so. It happened to me as well.
All you'll need is the throttle cable. Take the grommet that the tors wire goes in to and fill the hole with a little rtv so no sand or dirt gets in there.
You need the thumb throttle assembly, and a new cable. If the the tors boxes have also been removed from the top of the stock carbs, then you'll need the cable from the tors removal kit along with the carb tops. You can find a whole after market assembly from companies like terry cable.
The stock rear shock on a banshee is not a bad shock at all. You can have it re valved and sprung for your weight. A good shop to have it done at is precision concepts in SD. Have a few friends that have done this and love it.
You really dont need a kit. All it is,is 2 filters and 2 pipe clamps. If you prefer, 2 pre filters. I guess they may call it a kit. As far as coolant overflow, you can get that from cascade, quicksand racing.
