As you have figured out, 19/34 doesn't allow you pull the rpm needed in the 1/8. Sleeper pointed you in the general area you should be in.

 

IMO, gearing is set for RPM you wish to achieve at the set distance you are running/racing. In most cases you want to be at minimum, the rpm your motor makes peak HP. Example: motor makes 100 hp at 9,700 rpm. The minimum rpm you should shoot for is 9,700 rpm in the gear you are crossing the finish line in. Now, on most of our motors we try to be above that minimum by a certain amount of rpm, to achieve the quickest/fastest times . Sometimes as much as 1,000 rpm higher depending on different factors like: rider/bike weight, motor size, distance, just to name a few.

So start with 17/38 gearing. If I need more do I go up on the front sprocket or the rear sprocket?

 

17/38 gearing = 2.24 ratio, 38 divided by 17 = 2.2352941 gets rounded up to 2.24

 

If you need more rpm then the ratio provided (2.24). The ratio needs to be higher & just the opposite for less rpm. 

 

Get a ratio chart or do the simple math of rear sprocket divided by the front sprocket to get your ratio.
